In football, it's common to have teams that are 13-3 or . 812 average, Why is it rare to have great averages in baseball? And what makes a "good" and a "bad" team?
It's because baseball is baseball. Nobody is EVER I repeat EVER guaranteed to win, no matter who they play. It's a crazy game. I've seen the best beat the worst, but I've also seen the worst beat the best. Also look how they do the batting averages. A good average is above .300. That means if you go up to bat 10 times, only 3 of those times you get a hit. That's a 30% on a test. Yet, that is considered a good average.
A good team is one that has a good offense that can get people on base and knock in runs when they need them. They have a strong defense that works together and enough pitchers to get the job done.
A bad team doesn't hit well enough, and the defense can't work together to make key plays. They also have a weak bullpen with pitchers who can't throw decent pitches when they need to.
And you can't compare football to baseball, it's like comparing apples and oranges, there's too many differences.

Yes, but in the NFL you also see teams going 1-15 or 2-14, not likely to happen in MLB. The worst team of the league usually loses about 100 out of 162.
MLB is more competitive.

A "good" team is a team that makes the playoffs. A "great" team is the team that wins the world series.
A "bad" team is a team that clearly a team that doesn't even come close to making the playoffs.
I think you're taking this a bit too far. It's no fair to compare baseball with football, one: baseball is 162 games, (or 163 if you're the Twins) and football is only 16 games. Two: the games are played very differently.
Winning 100 games in a 162 game stretch is amazing. Unlike football players, baseball players get less rest, playing around 5 games a week whereas football is 1 game a week.

When you play 162 games a season it levels off. Also there are different pitchers after each game and a few pitchers are likely to lose.
Finally, playing 162 games is rough on the body so there will be alot of iinjuries so the good players can't always come through when you need them to.

It's called the law of averages. Baseball isn't a contact sport, so a lot of the game is left up to chance: where do you throw the ball? Where do you hit the ball? Will a ball hit 400 feet be an out or a homer in different stadiums? Simply put, there are way too many variables to account for in baseball that make pure domination impossible. Add to that fact the five-man rotation that guarantees a different style of game each night and you have a really unpredictable game.
That's why players who consistently have high averages (or any other stat) are so sought after because they can partially defy the law of averages.
